Deltic House: January Update

We are pleased to share with you our exciting new drone footage which showcases our Deltic House project and the surrounding area of Middlesbrough. It also highlights the buildings size and close proximity to Middlesbrough Train Station.

The Deltic House Project will transform the building into the first European @Home Hotel under the Global Best Western Hotel & Resorts Group. We have worked closely with their executive team and associated partner, Vine Group, to agree the design and the concept of the hotel, which will boast 31 bedrooms, a gymnasium and a reception area.
Full Planning Secured:
- Despite experiencing delays in planning due to new government initiatives being introduced in 2024, we are delighted to confirm that we have now successfully managed to obtain full planning approval for the project.
- Deltic House Planning Applications (Listed Building and Full Planning - 23/5068/LBC and 23/5067/FUL) were approved at the Middlesborough Development Committee (MDC) Board meeting on 28th November 2024 – we are currently awaiting written confirmation from the planning Department which is due imminently.
Heritage Compliance:
- As Deltic House is a Grade 2 listed building with historic significance and classed within a designated conservation area, we have been working closely with Historic England to ensure all regulations and requirements are met, which is key to receiving planning approval.
- The building facade and window preservation strategy was of particular interest to Historic England, which has now been successfully agreed.
- Fortunately, initial preparation works had commenced on the building prior to the various issues we have encountered. This development involves a major internal reconfiguration to create a fully functioning hotel that meets the Best Western criteria whilst also balancing the delicate issues raised by Heritage England. This ultimately involved decreasing the room numbers to 31 but increasing the achievable rate per night which enables us to still meet our financial objectives overall.
Renovation Progress:
- To date we have completed the full strip which removes all doors, fixtures, fittings, skirtings, carpets, flooring, sanitaryware, kitchens, lighting, sockets, radiators, boilers, pipework, ceilings etc that are not required in the new design.
- We have also undertaken a mandatory Asbestos Survey to assure everyone that the site is safe to work on. Finally, we have also had a survey undertaken by a structural engineer to provide advice on how to carefully remove the structural parts of this 19th century building.
- All of the above is to ensure we are compliant with regulations and Health & Safety before the main contractual works recommence. During 2024, we have had to comply with the Government's newly introduced Nutrient Migration Scheme, in order to obtain planning approval from MDC.
- In addition, we have had to comply with the new Building Control Regime, which was also newly introduced in 2024.
Sustainability Goals:
- Natural England’s Nutrient Mitigation Scheme was devised by the Government to protect UK waterways from pollution and enable developments to offset this by securing mitigating schemes across the UK to in effect neutralise the impact. Nutrient pollution is an urgent problem for freshwater habitats and estuaries which provide a vital home to many species including wetland birds, fish, and insects. Increased levels of nutrients such as nitrogen and phosphorus can disrupt natural processes and harm wildlife.
- Ashbrookes Group has worked with an experienced and knowledgeable Consultant since the new scheme was implemented, to ensure that we are fully informed and compliant. We applied to Natural England for the Credits for this project in Summer 2024. Since this date, MDC have requested several extensions to provide them with extra time to receive and validate the credits/certificates in full. This process involved submitting proposals for the mitigating credits through a Central Government bidding process in which we were awarded our certificates in the 2nd round in October 2024.
- We are pleased to confirm that Ashbrookes are now seeking to obtain Sustainable Build Certification. This refers to the practice of designing, building, and operating structures in an environmentally responsible way. Some areas have higher levels than others and therefore Local Planning Authorities have been advised that future developments need to be nutrient neutral.
- We are aiming to make the Deltic House build programme ecologically friendly and lower our environmental impact. To achieve this, we will aim to incorporate the following to our development:
- Seek to use sustainable and local materials where possible.
- Install low energy use fittings throughout the development.
- Reduce the number of vehicles we use by sourcing local products and materials.
- Energy-efficient technologies.
- Optimise natural lighting.Improve water efficiency.
- Improve indoor air quality.
- Install green roofing where possible.
- Implement a comprehensive recycling program.
- Encourage community involvement.Educate occupants on sustainability.
- Stay accountable.
